PC does zombies force despawn on server restart?

Hello, I am just wondering if zombies force despawn on server restart at all? I got into a bit of a sticky situation, i let the server owner know and he restarted the server hoping that the zombies will force despawn. What is the chance of that happening?

I think the game saves at least some zeds when logging off, but that might be just me remembering some weird city spawn mechanics. Not sure which zeds (if there's a difference between biome spawns and wandering hordes, for example)

 
I can't remember zombies still being near me if I logged out and back in in single player and I would assume it works the same on the server.  Everything *should* despawn and basically reset, I would think.  Obviously, if you're in a POI and are near where zombies spawn, you might get zombies that you haven't killed already spawning right next to you.  And if it's before 4am on horde night, you're going to very quickly have zombies attacking again but they should start spawning at a distance and not appear right next to you even if they were there when you restart the server.  But that's entirely a guess based on single player.

 
I logged in this morning with the same four zombies circling my platform as when I went to bed last night. Not just four zombies, but the exact same models. 

This is on a heavily modded SP game, so it may not be indicative of vanilla or server behavior, but it happened. 

 
If you log off after horde night starts, I am pretty sure it just acts like it's finished/over when you restart. I did that once because I was waiting for a friend to log on and when we restarted the horde never came. Not sure if this is your situation.

That would be strange.  Right now, if you complete horde night but log out before 4, it will start horde night again when you log in (but still only until 4).  So strange that it would stop it completely if you log out before finishing it.

I could see this happening on a server with a number of people on it, where the zombie cap was already reached, so when you logged in it couldn't spawn any zombies near you.  Though if the other players were killing zombies (definitely not guaranteed) I'd think you'd slowly get some to spawn.

In this situation the blood moon just started and I logged off. The 1st zombie hadn't even showed up yet

I never had this happening. I quite often log off and on again during the first few bloodmoons so that i have a full horde night. It always restarts the horde for me.
