You're absolutely right.

So just put one Bandolier on every piece of armor you have. Also keep one in your vehicle so you can get the buff as an AoE when you're near it. Keep one in a chest, in your horde base, for the same reason. They will all stack and you'll have like 60% faster reload. After all, its not because it says it only goes on Chest and Leg armor that it only goes on Chest and Leg armor.

To be fair, I wouldn't be surprised at all if it did fit into gloves... or your minibike. And yeah, a 30% increase in five pieces plus a couple aoe effects sounds about right to hit about 60% ..
