Yes! Ground level at my base is 46 meters, and digging down to 3 meter bedrock stops screamers from spawning. You can turn on your heat map and when it goes from red to green, open the F1 menu and you will see a message. It says "Spawning scout failed." or something to that effect. (Second to last message in below image.)
