PC Does Land Claim Block halts zombie spawn?

Really basic question, but does the LCB (active or otherwise) stops zombies from spawning? Say, If I plant it in a house in the middle of an infested city, that one house will be zombie-free forever?

It should in the area that the LCB covers. LCB's are hella buggy atm though, so no guarantees.

Do inactive LCB also cast this effect?

Roland stated before, that Bedrolls and LCBs will only prevent SLEEPER Respawns. I doubt inactive ones will work.
