PC Do seeds require specific placement?

I have this odd thing that is happening. I put down two consecutive rows of farm plots. I started planting seeds. In one spot, I planted a blueberry seed, and tried to plant another blueberry seed right beside it. It has failed. 4 separate times now. Sometimes when it fails, I have the chance to pick the seed back up.

Does farming in 18.3+ require crop rotation now in order to plant seeds? (e.g. you can't place the exact same plant consecutively side by side)

 
Scratch that. I'm an idiot, I think. It seems that we have an active land claim block that got put down in an odd spot and I didn't realize it until I poked around a bit. I was able to put down farm plots within the area, but not the actual seeds themselves.
