Generally speaking, once you buy the game you get all the updates via Steam automatically unless you lock in a specific version. If you're talking about a console, I'm not sure how updates are distributed, but they should be without further cost.

Or do I just not really understand the question?

That is the PS4 version, you'll need to buy the PS5 version for the updates unfortunately.
