Dirt/ground HP 10,000 Why?

So I can't dig in my world very easily because the dirt has 10,000 hp for some reason.  I only have 11 mods installed and none of them should be effecting block hp as far as I know.  Here are the mods I'm using...

Any thoughts on what might be causing this?

The PhD Just Better mod is causing it, as it has extra hard ground as part of it.  However, nexusmods has an optional file without the terrain hardening.
