DHTA Better Dew Collectors - Reduces heat generation from dew collectors and slightly speeds them up

This modlet modifies the new dew collectors introduced in A21 to be more moderate as far as heat generation and water production go. The stock dew collectors would generate up to 10% heat per collector and only produce one water every six to ten hours. This modlet changes them so that they only produce a maximum of 1% heat per collector and so they will produce one water every four to six hours.
