Developer tools don't work.

Please help, the developer tools are not working.
Single player without mods everything works correctly.
I go to my server (without mods), take the developer tools Super Digger, Super Tool, Hammer of God, and they simply deal 1 unit of damage to a block or ground.
What could be the reason?

The company you are renting the hosting with should have instructions. If not, then contact their support for assistance. Usually it's simply an option in the web UI where you choose the client version to be used, but every host is different.

We have now reinstalled and updated the server, but it did not help.
