I did not test this, but I have a possible explanation coming from my tests on cop's explosion in a17:
- The damages depend on the distance (in block) between the exploding cop and the block.
- In the case of a full regular frame, the cop stands on the adjacent hex, so distance >= 1.
- In the case of pole, since the hex is not full, the cop may stand at distance = 0, so more damages.
Not sure how this translates to demolishers - just a guess. You can test this as follows (Demolisher, Block (full), Pole): measure the damages on the 3rd block (Pole vs. full Block), having an intermediate full Block ensuring the distance between demolisher and tested block is always = 2
