I've never had this happen and reinstall the server every update to avoid problems, but I went to reinstall it today and used this command

+login anonymous +app_update 294420 +quit

which isn't for experimental but now my server is running 1.1 b4 and none of us can join unless we opt into experimental

Is this intended?

I deleted the entire folder prior and after for the server and did the command 2 more times with -validate and without -validate 

I can't downloaded v1.0 b333

I had the same issue with my dedicated server. Using -beta public made it playable again with a v1.0 b333 client.

 
I had the same issue.  Logged into steam anonymously, updated the dedicated server.  I booted up the game on my other pc to join the server...the server did not update.  I'm not sure why it took all that time to download something, because it's still on 1.0 and i cannot join.  Anyone have any idea how to fix this?

 
Post the update line you used. If you didn't use "-beta public" add that.

Find the Steam download location of the game ( steam/steamapps/common/ or so), delete one file in there and update again. It should show downloading that file and that file should reappear. Report what you see.
