Windows could not fully initialize Epic Online services

i played for several hour yesterday with no issues, and today im met with this message, and Epic Game launcher wont work either
i use an ethernet cable, no router, so it cant be a router issue, ive tried restarting the pc, verified game files, disabled the firewall, ran as admin, nothing works
