You have one of the unlucky CPU's. No hyperthreading. Just the 4 base cores. In a18, that's going to have a huge impact on your system load. Not part of the issue, but will affect overall performance. You have a decent amount of RAM, but with the limitation on cores, that's not really very useful.
In the first log I see a lot of shader errors that could indicate a GPU driver issue.
Then it's like it lost part of the UI data on loading, and afterwards it's just a crap-ton of errors.
Second log is just more UI errors. Possibly RAM leak from previous session.
Third log looks mostly normal.
The steps I would take from here.
1. Perform a clean installation of this driver. (Under Advanced options. Also opt-out of installing GeForce Experience. You don't need it eating the little bit of CPU overhead you don't have.)
2. Be certain that the client is fully excluded from all security software. (If you say you don't have any, then you have Windows Defender. Even if you think you've disabled it.) Instructions for most are here. Some are a little dated. I need to update that.
3. Flush your DNS stack.
- From Windows Start, search for cmd.
- Right click on Command Prompt and click Run as administrator.
- In the console, type the following command: ipconfig /flushdns
- If the command was successful, you will see the message "Successfully flushed the DNS Resolver Cache".
- Afterwards, type: netsh int ip reset
- Once done, don't reset your PC like it prompts. Proceed to Step 4.
4. Hard reset. Shut your PC off completely. Pull the power and ethernet cables, along with anything else that might be supplying power. (Have literally had a USB device power the motherboard before.) Then hold the power button down for 30 seconds. Press it a few extra times for good measure. Then plug everything back it. Boot it up. Then go get some coffee. (Seriously, it takes about 5 minutes for Windows to actually finish loading after you see the desktop.)
4. Try again.
