Configurable Death Penalty

I'd really like a configurable death penalty as one of the server settings. So that one could change the timer up and down depending on preference. Maybe Off, 5 minutes, 10 minutes, 15 minutes, 30 minutes, 45 minutes, and 60 minutes would be good options.

That would just be de levelling the player at that point, so why not do so?
