I'm not sure how what you quoted has anything to do with this response.  Whether or not people use mods or the fact that you have to use the same mods as the server you connect to doesn't have anything to do with PVE or PVP.  If you're just commenting on something else, there's no need to quote someone.

As far as the game being designed for PVE... well, yes.  That was the intent.  They've made it possible to play PVP with the game, but it will never be a main focus of development because they wanted to make a PVE co-op game.  If you want a PVP game, there are so many options out there that are going to be much better than this game will ever be for PVP, even with mods.  You'll be happier playing something designed for PVP than you will trying to force PVP into a game designed for PVE even though many people try to fit that square peg into the round hole.
