PC Cheaper crafting?

Playing with a friend, he can craft a steel club using only 7 parts, but I need 12. What perk is it that allows this? TIA!

The more you upgrade the perk related to the equipment, it improves the quality of the said equipment.. which means it increases the materials to craft it.
