PC Chat Fade Needs to be Adjustable

Chat box fades far too quickly on Multiplayer servers. This should be a simple fix and is really annoying when you're on a server with active chat. A fade delay slider would be nice, but an "always on" would also be helpful.

 
It's a good point, as often I find myself missing it due to doing something right that moment, and then it fades and it takes a while to realize someone was speaking :)

While we're at the topic of the chat box: An option to toggle it off, or minimize it to a small notification icon that new chat messages came up would be nice too!

1. Would be good for making screenshots without the risk of it popping up at the wrong moment.

2. It obstructs reading the console, which can be a pain at times for admins/mods.

3. Sometimes one just wants to not read that one player's constant status updates. Or that other player's half of a conversation with a player using a mic. You know them, there's one on almost every server isn't there. :D (sending PMs in game should definitely become a standard too, currently only available thru third party server tools..)

I completely endorse the need for both a direct message ability, as well as an option to turn off chat notifications entirely. It seems like every server I play on has at least one if not two co-op teams on it that don't realize that mics exist, and instead just flood the chat talking to each other.
