Cant run server. Win 2016

Server map isn't generated, and it looks like you shut the server down while it was in the middle of creating it.

Wipe all saved data, and watch the log. Don't try to join, or shut down the server, until it is finished making the map.

 
Im remove all data, reinstall server and try to start with common config. Same problem in console:
