Can't connect to dedicated server from server list but can directly connect via local IP

I recently created a dedicated server and I am having some issues with the connectivity of the server. I followed the port forwarding procedures on both my router and via Windows firewall. I still can't seem to connect to the server when I try to connect through the server list, I also can't see and ping or game version information. I will add that when I enable SteamNetworking I can join the server from the server list.

Only thing I could think of is that maybe because the server is running on the same network as the computer trying to connect it's conflicting somehow? Anyone have any insight on this?

 
AFAIK many routers can't route back into the internal network if one of the internal addresses tries to reach another internal address by external IP.

If everything else works, just use the internal IP, you even reduce network traffic that way 😉
