Cannot start trader quest

First bug report - sorry if I don't fill it out correctly. Thank you!

I try to start a quest at the rally point and it bugs out, failing to start the quest and at least in the quest are when I loot containers they don't disappear. When I re-load the game I still have the looted items and can re-start the quest with the same outcome.
 
Reproduction Steps
Not sure what triggered it - but if I reload my save I can infinitely re-create the bug. Every time I start the rally point the bug triggers and I can then loot stuff, quit and when I re-load the save the rally point is available again. If I start it again, the bug occurs again. Would it be helpful if I share my save file with you?

Regarding exiting and reloading... If you are in a quest and exit the game before competing the quest, you can start the quest over with no loss of loot you have already received. That is intended.
