Cannot see friends server

I am having an issue trying to join a friends server. I cannot see their server in the friends tab nor the public tab. I have played on their server before but now all of a sudden it isn't showing up anymore. They have another person that is able to see them and join them but I cannot say the same for myself. I have restarted steam, my pc, and the client but nothing seems to fix this issue. Any help on this issue would be greatly appreciated.

I just tried that and still doesn't show up in the friends tab. I also tried connecting to the ip address that shows on the other friend that is able to join the servers steam game info but all it says is connection failed. In the info of the game info it shows that the server isnt responding but I know for a fact they both are playing on that server right now as I am typing this.
