PC Can you make a "top soil" looking area that won't grow grass?

I want a flat grass looking area without grass growing. I can chop it but it re-grows, I'd rather not use mods.

If I play top soil, will grass grow on it?

Use wood blocks and paint them to look like soil?

Not in vanilla. But grass will only grow once, not regrow.

I was thinking once I'd mowed the lawn of our base it didn't regrow.

Interesting note, I saw a lawn that was mowed at a POI and was like WTF, we didn't do that did we?  Then I looked closer and realized it was the POI with the bunker down the well.

I'll have to look at that in other games to see if the lawn is always mowed there.
