Can we make swimming a skill?

It could allow players to travel through water faster and hold their breath without damage longer.

Maybe under fortitude?

I am pretty sure there is a skill that makes you hold your breath longer while underwater. It would be very helpful if it makes your swim faster too.

It would be even better if they implement a boat of some sort too

There certainly used to be a skill for it, however unsure if it's still in the game. Re-read all the tooltips, it's probably apart of an Agility trait.

There was a perk for that called Olympic swimmer. But now its not there anymore.
