You can edit the xml file to increase damage players do to entities, but I don't think there is a way to get the difficulty setting to change player damage output (the whole reason for increasing difficulty setting is so enemies are more difficult while not increasing player power).

Yeh but giving the enemies more damage and leaving player damage alone would still accomplish this. It would just be a more tweak-able difficulty scale then. You could have it so that zeds can one shot you, but you can also one shot them quite often for example so the important thing is be sneaky, or dial down everyone's damage all at once so that you can get into massive fights and everyone takes a long time to go down zeds and players both.
