Assassin Armor not getting stat boosts from armor specialization

My Tier 6 Legendary Assassin Armor set is not receiving any stat improvements when I buy all 4 tiers of "Medium Armor" specialization. I also tried buying all 4 tiers of Light Armor and Heavy Armor, still no stat boost to my armor. The "Medium Armor" spec states that movement penalty should be -75%, stamina penalty should be -50%, and durability use should be -60%.

Assassin Outfit with no modifiers equipped=
Sneak Effectiveness = +30%
Medium Armor Rating = 17.3
Stamina /s = -0.56
Mobility = -5%
Noise Increase = 0%
Max Durability = 500

Assassin Outfit with mods that add +2 armor rating, +.02 stamina /s, and +2% mobility=
Sneak Effectiveness = +30%
Medium Armor Rating = 19.3
Stamina /s = -0.54
Mobility = -3%
Noise Increase = 0%
Max Durability = 500

Assassin Boots with no mods equipped=
Stealth Sprint Noise = -100%
Medium Armor Rating = 17.1
Stamina /s = -0.56
Mobility = -5%
Noise Increase = 0%
Max Durability = 500

Assassin Boots with mods that add +2 armor rating, -10% noise, +.12 stamina /s, and +2% mobility=
Stealth Sprint Noise = -110%
Medium Armor Rating = 19.1
Stamina /s = -0.44
Mobility = -3%
Noise Increase = -10%
Max Durability = 500


These stats remain the same, no matter how many points I have put into ANY armor spec. According to the descriptions of the perk/spec, the stock unmodified Assassin Outfit should have the following stats if all 4 tiers of the Medium Armor spec have been purchased....
Sneak Effectiveness = +30%
Medium Armor Rating = 17.3
Stamina /s = -0.28 (50% reduction)
Mobility = -1.25% (75% reduction)
Noise Increase = 0%
Max Durability = 500

I tested with and without armor mods to rule out if the two sources of stat boosts were conflicting. I tested Light and Heavy Armor specs in case someone attributed Assassin Armor to the wrong class of armor. I would also assume that the durability use -60% is not being applied, but I have not tested that, nor will I.

Equip Assassin Armor set and note stats, then purchase Medium Armor spec and note that armor stats do not improve.

I think the perk is working, and I wonder if you might be looking in the wrong place to see how armor is affected.

The armor ratings shown on your gear are the base stats for those individual pieces, so those numbers don't change when you put points into the armor perks. The perks don't directly increase the displayed armor value on the item itself.

Instead, the armor perks reduce the penalties associated with that armor class (stamina usage, movement penalties, etc.) and improve armor-related progression and loot. So, if you are only looking at the armor rating on the gear, it will look like nothing has changed, even though the perk is affecting your character in the background. You can see some of these changes if you look in the Extended Character Stats screen.

To verify whether a perk is working, you could compare the Extended Stats Screen before and after taking a perk, and monitor movement speed and stamina consumption rather than the number on the armor.

I have compared the extended stats screen and those stats are NOT on them. When I equip and remove various armor mods that change those stats, it shows up on my armor stats page, so why would perks not show up there as well?
 
Why can I not edit my posts in this particular subforum? Anyway, I found the stamina and mobility stats in the extended character stats and this is what I found...

Without any armor perks purchased and wearing full Assassin set,, my stamina is 12.87/s and mobility is 88%.

With Tier 1 Medium Armor perk (movement penalty -15% and stamina penalty -10%), stamina is 13.09/s and mobility is 91%
With Tier 2 (movement penalty -30% and stamina penalty -20%) stamina is 13.32/s and mobility is 94%
With Tier 3 (movement penalty -50% and stamina penalty -35%) stamina is 13.65/s and mobility is 98%
With Tier 4 (movement penalty -75% and stamina penalty -50%) stamina is 13.99/s and mobility is 103%

With these perks and armor completely removed, stamina is 10/s and mobility is 100%
Without these perks and no armor equipped, stamina is 10/s and mobility is 100%

So it looks like the numbers are right, but it would be nice if the perk benefits showed up on the armor screen just like armor mods do.
