Are there any limits on how much "mod" data can be sent to clients from a server?

I have a rather large mod with lots of Localization.  It loads fine locally, but I have someone indicating that it fails to load on clients when loaded on a server.  My guess is there are limits on how much data will be transmitted to a client for a single mod.  Or maybe it's just for a single file *in* a mod, so a server cannot send a file of infinite size to clients.

So, I know it may be a "security by obscurity' thing, but...for a19:

- Can someone confirm that "yes/no" there are limits like this in place?

- If you can go farther, can someone confirm exactly what the limits are? Like "The Localization.txt file can be no larger than 1024 kb" or "Cannot exceed 4098 lines" or "any single file in a mod transferred to clients cannot exceed X"
