Apiary Unlock Issue

My boyfriend and I are maxed out on the Workstation skill, our save is from before the V.2.5 update but up to date, and I am unable to unlock the Apiary. It says I'm missing the skill requirements and Dr. Google says level 30 is the unlock level, but we are 80((?) Whatever the max is). Thought the new bug fix would help, but maybe no one else is having the issue? Anyway, any help, ideas, etc., would be great.

The logs/log folder can be found by going into game, clicking on F1 to open the console, and then clicking on the 'Open logs folder' tab in the top right corner area. The contents of the log for this play through can be pasted into the pastebin link location for sharing. It is a necessary requirement since this issue cannot be duplicated when just playing the base game (before or after this recent update).

The log helps to see if you are using any Mods that may possibly be causing conflict with the progression process, or any other issues which may cause progression issues.
