AP vs HP ammo

If resources are no limit, should I be using AP ammo all the time? 7.62 AP does 57 dmg, HP ammo does 52.

I just wonder what the point of HP ammo is if you have tons of AP ammo.
 
The only actual downside with AP is, it penetrates targets. Great for hitting multiple zeds, not so great for your horde base behind them. Other than that, no real reason to use HP.

In most cases, AP ammo is the better choice. It has improved damage against armored enemies and can penetrate enemies. HP ammo is more of a limited use - or when you find it and just want to use it up. It has increased damage for unarmored targets (vs regular ammo, but still less than AP ammo), which can be good in certain cases, and it doesn't do as much damage to blocks if you are trying to avoid damaging stuff around you if you miss.
