Ok. There are three facts that I would consider beyond any reasonable doubt:
1) The console game 7D2D did not change in any way.
2) Playstation has some undisclosed problem which might be network-related
3) Users complain about network problems since about the same time that Sony mentions the problem
I can see three possible explanations for you seeing xbox reports:
1) Coincidence. There will always be a few new players at any time having network problems when they try to play MP. While PS4 players have problems with Sony, a few random people on xbox simply bungle their setup at the same time and think they have the problems everyone has
2) Sony and Microsoft changed something in their setups at the same time, maybe to comply to new networking rules. Very unlikely, I have not heard of any new rules everyone has to follow and it would be unlikely that they change their networking on the same day when the need isn't urgent.
3) Some big provider changed HIS networking rules in some way and Sony just noticed it as some networking problem which they have a hard time analyzing. Unlikely, Sony should be able to find out the problem is external after this time, also this would mean we should see a lot more xbox players report problems (the ratio should be close to their market share). And it doesn't look to be the case here.
