I figured it out!
Found this news article, where all the Names and Numbers come together (c is the cake of course, which they didn't deny)

Brutus the Hunger Games character has some association with spear throwing it appears. I have this second hand, I've neither read the books
nor watched the films. Brutus Denied = removal of thrown spears in favour of an actual power attack? That ignores the number elements though.
I must also remind myself 'Do not mistake wishes for truth', too. I really, really want spears to be good, or at least not absolutely @%$#ing horrible.

Ok, Brutus means spears. 7 is the number of books, so it is about the Spear Hunter book series, and book 5 increases the attack speed by 10%. Seems to be a nerf of that book. Good change, spears were OP

I can, but I'm starting to get itches on several parts of my so called brain, lol.I did a googling on the Hunger Games thingy, and this Brutus fellow tried to join with the bow lady, but she said no. (He was denied) Perhaps Spears and Bows are now in the same skill tree?
Hello everyone, btw. I usually lurk, but I can't resist a good puzzle.
@Roland , you seem like a nice guy who gives strong, solid and specific clues. Like.... Brutus = Spear guy in The Hunger Games.
Can it be a weapon mod or perk that gives us the ability to autoretrieve Spears when thrown if it's X meters from the player?
