Alpha 19 crashes require reboot

Sometimes there are crashing when joining at "Receiving and Loading config" and when it does crash, I see in the processlist "Unity Error Reporting" and the game sits there, white and unresponsive.

I cannot exit the program. I am forced to restart my computer. I've tried every known way to exit a program. Even a hard kill from the command line running as administrator, but I get "Access Denied" on it. 

Windows 10 Enterprise 64bit v2004 Build 19041

 
If you're getting that error when attempting to exit the program, then you are on a limited access account, or some other program like your security software has locked the files.

I'm on Administrator, I work as a software engineer. I have Visual Studio installed among other tools. Windows Subsystem for Linux, etc. Interesting about security software, I'll try seeing if that's it. 

It's not when exiting, it's just when it crashes. I can exit fine the normal way.
