Allow us to shoot with single handed weapons and also throw Molotovs and grenades while driving. If not for everyone, at least for passengers.

Would come in handy when it comes to vultures.
Do vultures attack? They usually attack me when my health drops below a certain level; at full health, they're harmless.
Although the idea of shooting from the passenger seat would be interesting.

They do when you're hurt or have debuffs, starting at some threshold, like you said. That can mean they attack while you're in a vehicle. But you are right, they don't normally attack.
Shooting from vehicles has been brought up many times and the devs haven't seemed to be interested in it. But that doesn't mean they won't add it at some point. I think they just don't want it to be possible to just drive around all horde night in relative safety, which shooting would allow. Then again, if you're shooting, you are actively participating, so maybe it would be fine. Anyhow, it would be interesting, though I would still prefer to just run them over. It's more fun.
