I don't know that he's working on one... just trying to figure out what is needed to make planes that look good.
Anyhow, there are a lot of posts about adding airport POI and those include all the problems with doing so. If anyone wants to have something to discuss regarding airport POI, check those out. I don't feel like rehashing everything again, especially when this was just discussed within the past week.

Yes, they could add one with extreme limitations as the game currently stands.
Yes, they could make changes to the game (including adding new blocks) that would make any airport POI much better.
Yes, there are multiple reasons why airport POI aren't really viable as a single POI, even at 100x100 (vanilla max size for POI) or 150x150 ("safe" max custom size for POI).
Yes, there are airport POI available as mods, including a really nice one that is large enough to actually look like an airport, which is made up of a lot of individual POI and tiles in order to be large enough to be a valid airport.
Yes, you can make an airport that isn't realistic in size.
No, you do not have the right blocks available to properly make airplanes, though you can make them believable.
Unfortunately it seems like a lot of the component prefabs need to be updated for 3.0 - lots of broken question-mark boxes in the various planes and other parts right now.
I think the blocks used still exist, they've just got new ID's or w/e, so it's not impossible or anything, but Panda would still have to do a fair bit of manual work to fix them.
As long as the blocks are there, it's just 2 commands from the console to fix the blocks. But those may also be custom blocks that aren't installed. PuffyPanda made a lot of custom art and stuff for the planes.
I don't know about why TFP doesn't do it, but I can tell you why I haven't done one: Runway Length and Airplane Blocks.
(1) A tile is 150 blocks long. A 150 block runway is smaller than a Walmart parking lot.
(2) My local small airport has a runway of 5,600 ft, which is 1700 m (blocks) long.
I would make a POI that matched my local airport (small regional) much like I think Navezgane would have with 1 gate and mostly small private planes, if:
(1) I could put three tiles together in line for about a 420 block long runway, and
(2) there were small airplane blocks (like cars) in the Vanilla game.
Without TFP support for those, somebody else could...
(1) Work with Teragon or Create a Map by Hand
(2) Make and Use custom blocks.
That said, I did make a Gyrocopter Hobbist Airport as a POI, but they use very short runways.
Yeah, the shortest runway at the very small regional airport where I spent much of my youth is 5401 feet long, which is 1646m (blocks). It's why AH64_Jimbo's airport mod's original airport layout was about 2km long for the main runway and why it looked like I would expect an airport to look and not just a tiny "runway" on the side of a POI.
There are multiple existing airports in many different POI collections for many years. We have a few in PEP we leave out due to oversize, I do still use the Zyncosa Airport which is super dated but solid. NK Black Eagle also had one if I remember, I know we have an Army one buried in PEP with passable looking planes on runway. I modeled the PAX terminal that the Army had in Germany years ago on that one. Stallion also had a few rural airports that were decent as well.
Also loving the last 2 or 3 POI updates from the Pimp team, I'm sure whatever they come up with will be solid for airports.

My opinion for what its worth would be to space the airport out over 4 tiles, which gives you 300x300, with the 'airport' you include X number of tiered quest pois smallest to largest. I think you can get that in an acceptable scale at 200-250 without a lot of extra empty space. Without expanding air vehicles beyond the gyro in Vanilla play, that space is way more than enough. You can easy get 3 airports each using that foot print and cover your bases for maps, Redneck style moonshine runner type airfield, a small town airfield, and then a more built up city style maybe with plane terminals on opposite ends.
