Aiming Down Site is Toggle

Just recently I have noticed that aiming down sites has started to toggle. This is really noticeable when using the crossbow and the reload automation isn't normal. Is this as designed? Is there an option to not have the secondary action be a toggle?

 
This is by design. I'm not aware of an option to toggle it offhand.

Not sure why I didn't notice it before, but it works in two ways. A fast click toggles, a hold and then release after a period of time creates a hold and release.
