Activating Tier 6 Quests

When looking at the quests.xml, I see that the Tier 6 quests are defined and not commented out.  I also see this at the beginning of the xml.  

<quests max_quest_tier="5" quests_per_tier="7">

I tried simply changing the max_quest_tier="6".  But the only change I could see was that the option for " Do you have any jobs" at the trader menu was simply missing.  Is there a way to activate Tier 6 quests?

Note:  This overhaul is outstanding and our group is enjoying it immensely.

Vanilla t6 is simply t5 pois that are infested quests.
