Don't know if it will still work, but if on pc. pre prep
Temporarily edit biomes.xml snowbiome weather
change wind to 100 speed 100 percent probability
strip to your loin cloth and go walkabout for a few.

The constant hi flow wind speed use to be the key.
 
IRL, most Polar Bear Achievements require full immersion in cold water during the winter.

In 7d2d it's less about being "cold" and more about putting the right environmental factors together.

1) Snow biome
2) No clothing or liners
3) Fully submerged in water

Did that and it was around -35c and i didnt get it
