PC A21 trader inventory problem

For some reason, trader inventory in my A21 playthrough is not changing. The items I've bought since the last refresh are restocked, but other than that the selection of items remains exactly the same. It's not affected by the number of points in Daring Adventurer, either. All the traders are affected, not just one or two.

Has anybody seen this happen? Is there a way to fix it without starting a new game?

 
Yes compared to A20 the inventory is relatively static. There are some things that the trader always has. For example, my trader Jen always has a reflex sight. But if you really compare the inventory e.g. with screenshots then you see that things change.
 

 
All of my Trader Jens have the exact same inventory. I've checked. I assume it's broken somehow.
