can confirm steel tool parts can drop....I think I've found them in shotgun messiah and working stiffs crates...
Notably though T3 and 4 quests often offer a steel tool as a reward....not all the time, and the quality varies wildly, but they are an effective, albeit slow path to getting steel tool parts.
Also consider that steel tools probably drop much more often at high gamestages, so while someone very early game who got lucky with a steel tools schematic and beelined for miner69er 4 by level 10-15 and day 7 will likely REALLY struggle to make steel tools....someone level 50+ on day 30+ will likely have come across enough tools, or at least had the opportunity to come across enough tools/parts to craft their own...if they even need to craft them at that point.

Mining Steel Bars
You can "mine" steel bars from the large streetlights around gas stations and public buildings. Another good place is the trailer lights. Build a nerd tower or fly up to the lamp itself and salvage with the wrench. Note the two posts without lights but with the metal crossbar. You can always find one of these crossbars on the ground in the junkyard close to the dumpsters.
However, you still need the steel tools schematic which is very hard to find. If anyone can locate a loot site, please post that info.

Steel tool parts is not the same as steel bars. You cannot craft the parts and you cannot harvest them. You can only find them. Either as parts or by scrapping low-quality steel tools.
You can find the steel tool parts mostly in working stiff crates. The steel tools can be found mainly in the trunk of cars and in destroyed workbenches.

Steel tools are not much better than iron ones in A18. I don't even bother crafting them. And you can always find better ones then you can ever craft.
