PC A17.3 - Weapon Handling - Please explain

Can someone explain "weapon Handling"?

When I add a mod like fore-grip to an AK it goes from -30 to -20. because the Fore -grip adds +10%.

but when I add a bipod it goes back to -30 like the bipod makes it worse. what am I missing?

bipod makes a weapon more unwieldy. you talk about hip firing here.

Foregrip think Ak in close room to room action. Bipod think prone sniper rifle. They make perfect sense.

Weapon Handling bascally effects the crosshair when hip firing. Higher it is, the tighter the firing cone. The more into the minuses it gets the worse it gets as the crosshairs grow bigger.
