The new learn by reading is pretty good imo. For looters but I think a hybrid of all 3 would be pretty good imo.

Learn by doing: part of a challenge menu like system where it keep tracks of what you do and how often. We are going to do Bows for example 

Get 20 kills with a bow: = 1 skill point for Bows. However some Get harder over time.  Such as headshots, sneak kills, using special ammo, special zombies etc. or specific things relating too the weapon or tool too earn a skill point 

In addition too a skill point you will also get a learn perk. Learned perks are things you unlock for doing something related.  These perks are small but nice to have 

Such as: get 25 kills with a bow: 2.5% increase in damage 

Stay alive for X amount of time: 5 additional health

Loot 100 containers = 1% Loot bonus and 2.5% Loot speed 

Learn by points: this is pretty simple. For every level you get 1 perk point and one skill point, skill points can be used in the magazine section of your skills and it will give you. One point for that book. However some are more expensive and require 2 points. Such as forge ahead 

You Don't wanna uses it? You can turn 4 skill points into a single perk point 

Learn by magazine: same system we have now. 

 
I like the idea, however it must be balanced. If it is just on top of the current progress you would reach your max level rather soon and the rest of the game would be just a grind. The only thing that should not be rewarded is just staying alive, activity should be rewarded and not just surviving in an afk base.

For some of the activities. Yes like staying alive for X amount of time might be too easy but in my ideal 7dtd 

The book progression would be much longer. Like tier after teir too the point that the extra points are just a saving grace 

Take tools, you got 

stone, Scrap, iron, renfoced iron, steel, harden steel, mechanical, industrial mechanical 

In total about 200 or more books needed! That's alot of books
