PC 7 days to die raphael's treasure locked

Was wondering if anyone else has done this treasure quest but found the chest to be locked. Is this a bug?

Intended. Pack some lockpicks. 

(I think all treasure quest chests are locked now but buried supply quest chests are not)

There's also a perk you can get that allows you to make lockpicks.

And there is a candy that gives 100% success when lockpicking. Always in my inventory when doing treasure map quests now.

Alternatively, you can "break the lock".  7000 hp can take a while pre-steel tools,  but that's another option.
