I was confused by your post at first because there is no CCTV camera in the game. But you're talking about the ART that is used for the motion sensor I assume. I really don't care either way as the art they've used gets the idea across very quickly in a visual way what the device is for. Of course I get what you're saying. Motion Sensors are not actually cameras.
However, I'd argue that the term Motion Sensor is actually the issue here, since any device in the game with a motion sensor actually identifies and targets (with the exception of the drone) specific entities based on type. So there HAS to be some way that the device is seeing the entity and making that determination, i.e. a camera. (of course, we're ignoring the obvious lack of a dedicated AI logic board that would take those images and intelligently determine who is an enemy vs. animal vs. friend vs. self.)
