3.0 Looting issue with books

Hi I am doing the experimental 3.0 on day 2 using the Disaster Film setup so I have extra loot. I also have 3 points into looting and the head mod that gives an extra loot stage. More and more often I end up getting no loot from residental mailboxes and post boxes. I just founds a Crack-a-cafe at the end of day 2 and every shelf I looted had NO loot, not even paper. All the other loot is great. No other issues.
