17.3 Linux server not spawning bloodmoon

So my server is not spawning Bloodmoon zombies. We have tried not dying. fast forwarding a few moons. We have increased bloodmoon zombie count per player to 60 and a global zombie count to 100, both had no changes alone or in tandem.

In the console on last Bloodmoon it shows BloodMoonParty set to spawn 66 zombie it seems, only 2 spawned.

Here is the log from the bloodmoon that just happened, nothing spawned. however last night they did spawn.
