Not sure what you mean. If you find an ore rock on the ground, you just mine directly under that to get more of it. That hasn't changed since I started playing in A20, and was probably the same for many alphas before that.

Note that if you are using mods, a mod may place the ore rocks detached from the underground ore. Also, a POI may place the ore rock without any underground ore. But in vanilla when you aren't at a POI, there is ore under each ore rock.
 
I don't mine iron. I scrap cars, beds, vending machines, lamp posts. All of the minable nodes extend directly beneath the top rock but it may not be visible after you harvest the top layer. just aim dead center

As others have said, if you find a resource on the surface, there's a vein below. I thought I'd also mention that the map will show different colored points (squares) for those surface resources. The coloring is really subtle and the squares are small, so they're pretty easy to overlook or confuse with just a rock.
 
In case you never got it. :) When you mine those nodes at surface then whatever you got from it you will find in the earth beneath it. Just hit around in the hole an you will find it. Sometimes you might find other resources with them. I have dug holes to make my base and struck resources without there being a node on the surface so you could potentially find ores anywhere.

Sounds like you're just hitting the iron ore directly on the surface then moving on to the next one you find. Keep digging after the iron ore is gone.

Yeah back when I use to mine a lot I recall digging down with the node vein and getting 10s if not 100's of thousands worth of ore out of my mines.
Sometimes finding other kinds of ores in the same hole.
