Your mods are most likely interfering due to not being compatible with the version you are on. Remove them and see if anything changes.

Even packaged as DLCs Sony and Microsoft would not allow modding. They are pretty strict when it comes to modifying the game, even going as far as restricting which settings console players can modify. Plus I think it would leave a bad taste in people's mouths.

I am at work but I can go through the stream again and write down anything I missed when I get off. It was a lot to take in all at once and I tried to note all the important info that I could. One setting I remember them mentioning is being able to adjust the damage Storms do.

I think the issue is leaning towards too much of one system. They should combine the two, with some skills requiring magazines and some requiring LBD.
