And in the 7D2D world, individuals can own casinos. Is that too far fetch to believe? That's the great thing about games. They can be similar to real life but at the same time can be different. Just because it doesn't exist IRL does not mean it is not allowed in a game setting.

I think in a world where we have areas called wasteland and zombies roaming around, I don't think laws and regulations would keep an individual from taking over a casino.

Have you check the snow biome? There will be more coal spawns in the snow biome compared to the other biomes.

I do not believe you can remove block damage completely. I think you can reduce it down to a single point of damage, but I recall discussions in the past that there were issues being able to remove all damage to blocks from weapons.

My current playthrough is a chill playthrough - horde nights off. I am right now in the transition between desert and snow biomes, but will probably restart with horde nights on soon. I been trying different settings than I normally use to see how they affect general gameplay.
