where do i go in settings to prevent quest failing(even if i have not started the task) on log out?

It doesn't really fail when you log out if you haven't started it. It says that (mainly when you have a shared quests and the quest owner logs out). When you log in again (or the quest owner does), it'll be there.
There aren't any settings to prevent quest failure for any reason.
And logging in the middle of a quest will lets you start it again when you log back in but all progress will be lost though you'll keep whatever you looted previously.
