Signs are continually glitching on mouse movement

-force-opengl : metal is off (metal is a total mess)
this is totally new, previously the sign on mamma's pizza poi in wasteland has a name , now it does this:

it has become a window on what i see. (left of image is actually the sign board showing the larger image, it moves as i move , but also is flashing badly and tearing
this never occurred until 3.0
it is as if the signs re trying to update too frequently with partial bad buffers.

This is a known issue which is already addressed in a later version.
