Quests per tier locking player progression

Hello,

I've been playing on a multiplayer server which has the "Quests per tier" param set to 15 (instead of the vanilla 10).
My friend and I have experienced a progression lock at the 11th and 12th (/15) quests on T1 and T2.

Traders don't give us any quests at all, the "Do you have any jobs?" option has disappeared.
The administrator of the server has tried to Reset Quest but it didn't work.

We've managed to by-pass this on T1 by upgrading to the next tier with co-op quests. (i.e : I've been lock at 11/15 and managed to get the T2 Opening Route Trade quest and all quests (T1 & T2) back by completing 4 quests of my friend).

It seems that this sandbox parameter might be the issue.

Hello Shk,

when you and your friend ran into the issue, did you check only a single trader or did you visit any additional ones?
And did the quest inventory from the trader reset on the following day?

I've checked a second Trader Rekt and a Trader Jen as well, same issue.
I've waited for the Trader reset on the following day and waited for a server restart too, still same issue.

A third player on the server has the same issue too now after completing 10 T1 quests.

I'm the only one who has gone as far as 10 T2 quests for now but to avoid any further issue, I've asked the administrators if they can modify the Quest Per Tier parameter from 15 to 10 to see if this correct the issue.
I'll keep you posted on that modification if they agreed to do it.

I've "jumped" to T3 quests without the opening trade route quest but I'm now able to get T1/T2/T3 quests.
